Bv3A is made by an anonymous dev who goes by the name of Bucc. Bucc has spent years working with solidity and spent the last three years working on the protocol. Bucc remains anonymous because his identity is not relevant to the protocol or its decentralized nature and further due to the nature of privacy preserving nature of the token.
